EFC Director: William D. "David" Eberle, Ph.D.
David Eberle is a professional economist with a background in public policy and environmental economics. He is a sitting council member with Boise City, a commissioner with the Boise Urban Renewal Agency, and the Harris Ranch Community Infrastructure District. Dr. Eberle operated a private consulting firm since 1996 that allowed him to work with local municipalities on capital improvement plans, development impact fees, and other financing related issues. He got his start with Idaho Power after passage of the Public Utility Regulatory Policies Act (PURPA). At Boise State University he teaches classes on Regional and Environmental Economics.

Associate Director: Chris Blanchard, M.A.
Chris is nearing completion of his Ph.D. in urban studies at Portland State University where he has focused his studies on planning and economic development. On staff at Boise State University for nearly ten years, he previous earned a masters degree in urban and environmental history, and a B.S. in Social Science (Economics and History) at the Boise State University Honors College. He has written on sustainability issues for
Planning magazine, and conducted funded research on green building strategies, and urban infill.
