What is the EFCN Network

Founded in 1992, the Environmental Finance Center Network (EFCN) is a university-based organization dedicated to creating innovative solutions to manage the cost of environmental protection. The Network toils with the public and private sector in addressing the "how to pay" issues of environmental compliance and by promoting a sustainable environment.

The EFCN is supported in large part by EPA's Environmental Finance Program
 in the Office of the Comptroller, Office of the Chief Financial Officer. The Network is comprised of ten Environmental Finance Centers (EFC), each affiliated with an EPA region.

The EFCs have developed individual expertise in a number of areas, but they share many characteristics, including:

  • Neutrality: The Centers are not aligned or governed by any public or private agency and adopt a neutral position in their work.
  • Multi-Disciplinary Approach: Centers employ full and part time staff with experience in many disciplines. They are also able to draw on the expertise within their university community.
  • Financial Expertise: The EFCs have developed and use several financial tools, including an environmental finance curriculum, grant and loan databases, and water system rate analysis.

The EFCN has worked on a number of projects across the country since 1992, including:

  • Brownfields Remediation and Redevelopment
  • Unified Source Water Protection
  • Green Business Program Facilitation
  • Public Management and Finance Program
