Project Overview

The Environmental Finance Center at Boise State University (EFC) was involved in facilitating the Oregon Pilot Project as part of EPA’s national pilot program on source water protection.  The goal of this pilot project was to bring together drinking water systems that share a common drinking water supply source together with other land use authorities and to have these jurisdictions work collaboratively to develop and implement unified source water protection measures.  This approach has the potential for greater collaboration in source water protection efforts and may permit communities to achieve greater control measures in protecting their drinking water from contamination.

The EFC selected the South Fork of the Santiam River from Sweet Home, Oregon to Albany, Oregon as the location for the pilot project in Oregon.  Three communities share this common surface water resource for drinking water purposes.  The surface water characteristic qualifies the resource as highly vulnerable to contamination.  In addition to source water protection, the citizens of the South Fork of the Santiam River are engaged in Clean Water Act TMDL compliance and Endangered Species Act issues.  The project purpose was to provide insight into the interaction of different federal environmental programs on a common resource, the South Fork of the Santiam River.
