KANSAS DEPARTMENT OF HEALTH AND ENVIRONMENT

BUREAU OF WATER, PUBLIC WATER SUPPLY SECTION

Kansas Rate Checkup Minimize

Environmental Finance Center at Boise State University has produced this Microsoft Excel based workbook designed to help small public water systems calculate user fees (rates) for water consumption. Rate Checkup can generate user fess for a variety of customer groups. It uses your system’s cost and customer information to produce a suggested minimum charge and volume charge designed to recover the full costs of providing water service.

The Kansas Rate Checkup model uses water system inventory information developed from the EFC’s CAPFinance model, our asset inventory and financial planning model. CAPFinance helps decision-makers and customers understand the community investment in capital facilities necessary to produce safe drinking water.

Together, Rate Checkup and CAPFinance can be used to provide important financial information so that drinking water can be produced at the least cost, to the most customers, for the longest period of time.
