Program Description / Purpose: Significant changes have taken place over the years in the regulation of the transportation and storage of petroleum-based products, specifically above-ground storage systems. Significant advances also have been made in the equipment and materials used in bulk fuel tank farms. The technical assistance program provides help to rural communities and organizations to assure that bulk fuel facilities comply with federal and state codes and regulations. Assistance also is available for the selection and procurement of tank farm-related materials and equipment.

Other Eligibility Requirements: Priority is given to communities whose fuel vendors or regulating agencies have threatened to halt delivery of fuel, or where conditions have become a life, health or safety matter, or the environment is threatened.
