| Program Description / Purpose: |
Section 205 of the 1948 Flood Control Act, as amended, provides the Army Corp the authority to plan and construct small flood damage reduction projects that have not already been authorized by Congress.
There are two types of projects: structural and nonstructural. Structural projects may include levees, flood walls, diversion channels, pumping plants, and bridge modifications. Nonstructural alternatives, which have little or no effect on water surface elevations, might include such measures as floodproofing, relocation of structures, and flood warning systems.
Projects are accepted for construction after detailed investigation of engineering feasibility, environmental acceptability and economic justifications. Feasibility study is at the federal expense. No more than 3 years should pass between feasibility study and construction |
| Program Requirements / Restrictions: |
Maximum federal expenditure per project is $7 million. 35% local cost share is required with at least 5% of that cash. Credit granted toward the 35% for providing lands, easements, and rights-of-way. Study cost in excess of $100,000 are shared 50/50 with non-federal sponsor. |

The local sponsor must have the legal and financial capability to fulfill the requirements. The local sponsor must provide all lands, easements, rights-of-way, and relocations necessary; provide 35% cost share for the project with 5% of that in cash; agree to hold the U.S. free from claims for damages; make all alterations and relocations necessary; prepare a floodplain management plan designed to reduce the impact of future flood prevents in the project area; operate and maintain the project as long as the project is authorized; and comply with provisions of pertinent federal acts in carrying out responsibilities of the project.
