Program Description / Purpose: Section 14 of the 1946 Flood Control Act, as ammended, provides authority for the Corps to plan and construct emergency streambank and shoreline protection projects to protect dangered highways, highway bridge approaches, public facilities such as water and sewer lines, churches, public and private nonprofit schools and hospitals, and other nonprofit public facilities. Projects may include new streambank or shoreline protection works, or it may repair, restore, or modify existing works. Projects help non-federal public interests develop methods to prevent erosion damage.
Program Requirements / Restrictions: A project is accepted for construction only after investigation shows its engineering feasibility, environmental acceptability, and economic justification. Federal costs are limited to $1 million in one locality during any fiscal year. The first $40,000 of the project are 100% federal. Cost of land, easements, and operation and maintenance of the project must be non-federal. Local match must pay cash for at least 5% of total project cost. The local sponsor must agree to provide all land, easements and rights-of-way; hold the federal government free from claims for damages; assume responsibility for project costs exceeding $1 million; assure maintenance and repair during the useful life of the project; and provide 35 percent contribution with a minimum of 5 percent in cash.

Other Information: The Corps may consider an inversigation into an emergency streambank or shoreline project after receiving a request from a prospective local sponsoring agency. The request must be from an agency or entity empowered under state law to provide required local cooperation.
