| Program Description / Purpose: |
Section 306 of the Water Resource Development Act of 1990 includes environmental protection as one of the primary missions of the Army Corps of Engineers (ACOE). As such, the ACOE may undertake studies and build projects for environmental restoration and for water and related land resources problems and opportunities in response to directives, called authorizations, from the Congress. The focus includes determining whether a Federal project that responds to problems and opportunities of concern should be recommended and also to look at opportunities for environmental restoration at existing and operating ACOE projects, such as navigation or flood control projects.
Environmental restoration projects first require a planning study to be conducted. The planning study typically includes two phases, the Reconnaissance Phase and the Feasibility Phase. Type of assistance varies with planning phase and project. |

Environmental restoration activities may include wetland creation and management structures, fish by-pass facilities, water control management facilities, fish and wildlife habitat construction, and aquatic habitat construction. Current studies include the Willamettte River Floodplain Restoration Study and the Lower Columbia River Ecosystem Restoration Study.
