Program Description / Purpose: Section 1135 of the Water Resources Development Act of 1986, as amended, provides authority for the Corps of Engineers to restore degraded ecosystems. If the construction or operation of a Corps of Engineers project has contributed to the degradation of the quality of the environment, measures for restoration through modifications of the structure or operation of the structure may be undertaken at the project site. Measures at other locations that have been affected by the construction or operation of the project can be undertaken, if such measures do not conflict with the authorized project purposes.
Program Requirements / Restrictions: A local sponsoring organization must furnish formal assurance of local cooperation. Up to 80% of the sponsor's cost-share may be credited as work-in-kind. A project cooperation agreement (PCA) in which the federal government and the sponsor agree to share project costs must be executed to get credit for inkind.

Other Eligibility Requirements: Local sponsor should be a public agency. Private interests may qualify if there are not requirements for future operation and maintenance of the project. Local sponsor must agree to provide all land easements and rights of way, all relocation necessary, and 25 percent of total project modification costs.
